Brudenell was best known for leading the infamous Charge of the Light Brigade during the Crimean War. Думаю дело было так. Изначально, кардиган-безрукавку, носили под мундир и все было ок.
Но, холод не тетка и James Thomas Brudenel, проявив военную смекалку, к кардигану-безрукавке рукава приделал и он стал кардиганом-курткой.
А куртку, напялить под мундир проблематично, британский офицер, это быстро понял и поправ устав, надел куртку поверх мундира. Это логично.
А другие, решили так - Если офицер надел, то и нам можно. Что мы и видим на историческом фото. По уставу только не оформили, сугубо бюрократические проволочки
