Сегодня получил ответ от Royal Mail о болтающейся неизвестно где 23 дня посылке:

I am very sorry to hear that your item has not yet arrived and the concern this has caused you.
According to our track and trace system I can confirm your item was last tracked as despatched to Russia on 01.12.2016.
Items posted using our International Tracked Signed Service are tracked on receipt into the overseas postal authority and again when delivery is attempted. Items cannot be tracked as they pass through the overseas postal network, therefore I am unable to provide a reason for the delay.
Unfortunately, as none of our services provide guaranteed delivery dates, I am unable to provide details of when the item will arrive. However, you may wish to ask the recipient to contact their own postal administration who may be able to confirm the current status of the item. You may also be able to obtain further tracking information off the destination country’s postal service website.
I would like to explain that we aim to deliver International Standard items within 3-4 working days after posting to Europe and within 5-7 working days after posting to the rest of the world. These delivery aims also include items being sent via , International Tracked, International Signed and International Tracked and Signed services.
An International Standard item being sent to Europe is only considered lost if it is not delivered within 20 working days after the due date of delivery.
For an item going to the rest of the world it is 25 working days after the due date of delivery.
If your item has not been delivered within the above-mentioned timescale, we recommend that as the sender you will need to complete an International P58 form which can be done online at:

Позвонил на ПР, объяснил проблему (трек даже не трекается на сайте ПР). Объяснили, что по каким-то там правилам отправитель может до месяца формировать партию для отправления за рубеж. При этом по треку такая посылка будет считаться покинувшей территорию страны отправления.
