Вот такой ответ от DHL я получил в ответ на свой запрос:

General running time for your parcel is 30 business days.

The transit times given are average transit times, based on the transport to delivery to the recipient on experience.
Under the current terms of the DEUTSCHE POST / DHL this is not a contractually guaranteed delivery period.
The transit times are always working days, beginning from Monday to Friday excluding customs clearance.

Your parcel will be delivered by local post.

The match code should help to track the parcel in Russia after import clearance is done.

Вывод очень простой - если DHL передает посылку в лапы почты России - это полная шляпа! С момента передачи ждать 30 дней, если ничего не доставят - тогда жаловаться!!! И только тогда начнутся какие-то разбирательства! Для DHL 30 дней - это типа норматив!!! Поэтому все так и происходит!!!
